Violation Notices Weren't Duplicative

DOB issued a violation notice to landlord for not providing lighting on a sidewalk shed. Landlord claimed that the violation notice duplicated another one issued on the same day for not sealing one side of the shed to the building. The ALJ dismissed the lighting violation, and DOB appealed. ECB ruled for DOB and fined landlord $2,000. The two violation notices cited different regulations and covered different conditions. They weren't duplicative.
