Violation Notice Misidentified Building

DOS issued a violation notice to landlord for not keeping the sidewalk clean in front of his building. Landlord claimed that the violation notice misidentified the building. The ALJ ruled against landlord, and landlord appealed. ECB ruled for landlord. Although the notice identified the building as 723 Knickerbocker Avenue, which was landlord's building, it stated that the building was vacant. Landlord proved that his building was occupied. The notice seemed to have mistakenly used landlord's building number.
