DOS Violation Notice Not Attached to Building

DOS issued a violation notice to landlord for not removing snow and ice from the sidewalk in front of his building. Landlord claimed that the violation notice wasn't properly delivered because the inspector's affidavit didn't state that a copy was attached to the building. The ALJ ruled against landlord and fined her $50. Landlord appealed and won. The inspector checked a box on the violation notice stating ''alternate service.'' But this didn't prove that a copy was attached to the building, as required by law. The violation was dismissed, and the fine revoked.
