Ventilation System Operating Properly

Tenant complained of a reduction in services based on a defective ventilation system. The DRA ruled for tenant and reduced his rent. Landlord later applied for rent restoration based on restoration of services. The DRA ruled for landlord. Tenant appealed, claiming that ventilation wasn't provided 24 hours per day, seven days per week and that it was inadequate when provided. The DHCR ruled against tenant. An inspection showed that the main vent exhaust systems on the roof that supplied the public hallway vents were working properly.
