Useful Life Didn't Matter

The DRA granted landlord's MCI rent increase application based on the installation of a new intercom and rewiring. Tenants appealed and lost. They claimed that the replaced items hadn't exceeded their useful life and that therefore no MCI increase was permitted. But, since no prior MCI rent increase was granted for the improvements, it didn't matter whether the prior installations had exceeded their useful life.
