Unaligned Bathroom Door

Tenant complained of a reduction in services. The DRA ruled for tenant and reduced his rent. Among other things, the inspection showed that tenant's bathroom door was unaligned but could be shut. Landlord appealed, claiming that this was a minor condition. Landlord had extensively renovated tenant's apartment following a fire. The DHCR ruled for landlord. A Nov. 10, 1995 DHCR inter-office memorandum listed certain conditions as so minor that they didn't call for rent reductions. These conditions included an unaligned interior door as long as the door can be shut.
