Three Years Hadn't Elapsed Since Last Painting

Tenant complained in May 1989 and a July 1989 inspection indicated that the apartment needed painting. But landlord had last painted the apartment in December 1986. Whether the apartment appeared in need of painting didn't matter. There were no special circumstances requiring repainting before three years had gone by.
