Landlord applied for MCI rent hikes based on the installation of a central air conditioning system. The DRA ruled against landlord, finding that the useful life for a prior MCI for an HVAC installation hadn't expired. Landlord appealed and lost. Landlord began the air conditioning installation on Dec. 21, 2010. Landlord obtained a prior MCI rent hike for work completed as of Feb. 16, 1999. Since the useful life of a central air conditioning system is 15 years, landlord wasn't entitled to a new MCI rent hike.
