Tenant's Rent Set in CAB Proceeding

Tenant complained of a rent overcharge, claiming that landlord didn't provide a rent history from the base date. Landlord argued that tenant's rent had been determined in a prior proceeding before the CAB. The DRA ruled that landlord had overcharged tenant approximately $3,800. Landlord appealed, and the DHCR ruled for landlord. Tenant had been charged the rent he and landlord had agreed to in the prior CAB proceeding.
