CAB Established Tenant's Rent

Tenant complained of a rent overcharge in March 1984. Tenant had previously filed a complaint with the CAB, DHCR's predecessor. The DRA ruled against tenant and dismissed her new complaint. The legal rent had already been set by the CAB in response to her prior complaint. Tenant appealed, claiming that the CAB ruling was made before she became aware that she could request a rent history for the apartment. The DHCR ruled against tenant. The CAB order calculated the lawful stabilized rent and overcharge through 1982. Tenant never appealed the CAB order.
