Tenants Must Bring Garbage to Courtyard

Tenant complained of a reduction in services. He claimed that in the past, landlord had provided door-to-door garbage collection at the building. Because it was a building violation to leave garbage on the hallway floors, landlord discontinued this service. Landlord now required tenants to carry garbage on the passenger elevator and take it out to the courtyard. The DRA ruled against tenant. Tenant appealed and lost. The Fire Department and ECB had issued violations to landlord for its prior method of garbage collection. Landlord didn't discontinue garbage collection service.
