Small Area of Peeling Paint in Courtyard

Tenants complained of a reduction in building-wide services. The DRA ruled against tenants. Tenants appealed and lost. An inspection showed that the peeling courtyard paint tenants complained about was only in a small area. And the damaged marble trim on the lobby doorway covered an area of only one inch by eight inches. These were minor conditions that didn't warrant a rent reduction.
