Tenant's Grandson Was Danger to Community

Landlord NYCHA held a hearing and found that tenant's emotionally disturbed grandson was a threat to the community. Landlord conditionally terminated tenancy based on nondesireability, unless tenant placed her grandson in a residential program. Tenant appealed the NYCHA's decision. The court ruled against tenant. Under the circumstances, including tenant's inability at the hearing to find a less drastic solution to the grandson's behavior, the NYCHA's ruling was fair.
