Tenants Didn't Update Rent History

Tenant complained of a rent overcharge in May 1984. In 1988, the DRA ruled for tenant, but calculated the overcharge refund due only for the period from November 1982 through October 1986. Tenant appealed, claiming that the DRA should have calculated overcharges through 1988, when the order was issued. The DHCR ruled against tenant. The DRA gave tenant an opportunity to update his rent history. Tenant submitted no additional documents to the DRA before its order was issued. No further update was warranted. Landlord still must register the apartment with the rent reduction reflected.
