Tenants Association Vice President Not Authorized to Represent Other Tenants

Landlord applied for MCI rent hikes. The DRA ruled for landlord, and three tenants appealed. One of the tenants, who was vice president of the tenants association, claimed to represent other tenants. The DHCR ruled that tenant didn't represent other tenants. Tenant's PAR didn't contain the proper authorization to represent any other tenants, as required by the Rent Stabilization Code. And there was no resolution by the tenants association submitted that authorized the filing of the PAR by the association's president on behalf of other tenants.
