He claimed to represent all tenants and argued that landlord's MCI application was defective. The DHCR ruled against tenant. Among other things, the tenants association president didn't show that he was authorized to represent other tenants.

Among other things, the tenants association president didn't show that he was authorized to represent other tenants. Proof of authorization would be a copy of the association resolution with a certification bearing the original signature of the tenants association secretary and a current membership list for the association.
