Tenant Who Didn't Sign PAR Can't Complain About Leaks

Landlord applied for MCI rent hikes based on the installation of a new roof and some other improvements. The DRA ruled for landlord. Tenants' representative filed a PAR, claiming that the roof leaked into the apartments of several tenants. The DHCR ruled against one tenant because he didn't sign the PAR. And there was no proof that tenant ever filed any leak complaints with the DHCR or any other agency.
