Tenant Vacated Apartment

The DRA found that tenant had moved out of the apartment and dismissed her complaint. Tenant appealed, claiming that even though she'd moved out, landlord still unlawfully failed to offer her a proper renewal lease. The DHCR denied tenant's PAR. Since she'd moved out of the apartment, her complaint was moot.
