Landlord Must Offer Renewal Lease to Tenant

Tenant complained that landlord refused to renew his rent-stabilized lease. Landlord claimed that it didn't have to do so as long as it wasn't trying to collect any rent increase from tenant. The DRA ruled against landlord, and landlord appealed. The DHCR again ruled against landlord. The Emergency Tenant Protection Act gave the DHCR the authority to issue regulations requiring renewal of tenants' leases. And the Tenant Protection Regulations required renewal of tenant's lease.
