Tenant Raised New Complaints

Tenant complained of reduced services based on a missing radiator cover, a defective bathroom window sash, and a defective apartment door lock. The DRA ruled for tenant and reduced her rent. The DRA later granted landlord's application to restore the rent based onto restoration of services. Tenant appealed, claiming that there was vermin and rodent infestation and that the bathtub was damaged. The DHCR ruled against tenant. These conditions weren't part of tenant's original complaint or the DRA's order, so they didn't bar rent restoration.
