Tenant Can't Raise New Complaints in Response to Rent Restoration Application

Rent-stabilized tenant complained of a reduction in services based on problems with a living room window frame and sash. The DRA ruled for tenant and reduced her rent. The DRA later granted landlord's application to restore rent based on restoration of services. Tenant appealed and lost. The DRA notified tenant of landlord's rent restoration application and tenant didn't refute landlord's claim that the living room window was restored. Some other services were found restored in response to prior rent restoration proceedings.
