Tenant-Installed TV Antenna and Washing Machine

Landlord applied for a rent increase based on tenant's installation of a television antenna and washing machine in the apartment. The DRA ruled for landlord and increased tenant's monthly rent by $9.75. Landlord appealed, claiming that the rent increase wasn't enough. The DHCR ruled against landlord. The DRA properly granted landlord a $2.00 monthly rent increase for the TV antenna, and $7.75 per month for the washing machine.
