Tenant Got Notice of MCI Application

Landlord applied for MCI rent hikes based on parapet replacement. The DRA ruled for landlord, and tenants appealed. One tenant claimed that she didn't get notice of landlord's application. The DHCR ruled against tenant. The DHCR mistakenly mailed a copy of the application to prior tenant of tenant's apartment. But tenant signed tenants' answer to the MCI application before the DRA. So tenant clearly had gotten notice of landlord's application.
