Tenant Didn't Clear Closets for Painting

Tenant complained of reduced services because landlord didn't paint her apartment. The DRA ruled for tenant and reduced her rent. Landlord appealed. Landlord later asked for rent restoration after it painted the apartment. The DRA ruled against landlord based on an inspection that showed that two closets weren't painted. Landlord appealed, claiming that tenant didn't remove her belongings from the closets, so landlord couldn't paint. The DHCR ruled for landlord and restored tenant's rent. An inspection showed that landlord had otherwise painted, and tenant didn't deny that she didn't clear her closets.
