Tenant Denied Access

Landlord applied for rent restoration, claiming that tenant denied access for repairs. The DRA ruled against landlord based on an apartment inspection showing that the conditions still existed. Landlord appealed. The DHCR ruled for landlord and restored tenant's rent. Landlord showed he'd made a number of requests for access under procedures set forth in DHCR Policy Statement 90-5.
