LVT Number: 18530

Tenant complained of a reduction in services. The DRA ruled for tenant and reduced her rent. Landlord later applied for rent restoration based on attempt to restore services. The DRA ruled for landlord. Tenant appealed, claiming that conditions weren't corrected. The DHCR ruled against tenant. Tenant denied landlord's representatives access at a no-access inspection conducted by the DHCR. Tenant claimed that she didn't get notice of the inspection. But the DHCR mailed the notice to tenant, and it's presumed to have been delivered by the post office.
