Tenant Confirmed That Services Were Restored

Tenant complained that there was no heat or hot water for one week in February 1989. In response to the DRA's inquiry in March 1989, tenant reported that heat and hot water had been restored. The DRA therefore ruled against tenant and didn't reduce her rent. Tenant appealed, seeking a rent reduction for the week there was no heat or hot water. The DHCR ruled against tenant. The service was restored while tenant's complaint was pending.
