Tenant Claims Repairs Done Improperly

Tenant appealed, claiming that repairs to the bathroom floor tiles weren't done properly. The DHCR ruled against tenant. The tile grouting was substandard. But tenant had rejected landlord's offer to replace the entire bathroom floor. And landlord had warned tenant that if it merely regrouted specific floor areas, it couldn't guarantee that the repairs would hold up.
