Tenant Claimed She Paid for Repairs

Tenant complained of a reduction in services. The DRA ruled for tenant and reduced her rent. Landlord later sought rent restoration based on restoration of services. Tenant admitted that services to the living room window, kitchen floor, and bathroom had been restored. The DRA ruled for landlord, and tenant appealed. Tenant claimed that she paid $4,000 for the repairs in question. The DHCR ruled against tenant. It didn't matter whether tenant paid for repairs. The services were restored and so landlord was entitled to rent restoration.
