Tenant Can't Vacate Stipulation

Landlord sued to evict tenant for nonpayment of rent. Landlord and tenant signed a court-ordered stipulation of settlement. Tenant later asked the court to vacate the stipulation. The court ruled against tenant. Tenant appealed and lost. Tenant had substantial time to pay back rent owed under the stipulation. Tenant raised no issues about repairs or a rent overcharge until six months after the stipulation had been signed and didn't show any basis for his overcharge claim.
