Tenant Can't Add Groundless Harassment Claim to HP Petition

Tenant sued landlord and HPD in housing court, seeking repairs of certain conditions. Tenant later asked permission to amend her complaint to include other repair items and to add harassment claims. The court ruled that tenant could add the other repair items since this wouldn't prejudice or unfairly surprise landlord. But the court found no merit to tenant's harassment claim. It was insufficient, and there was no claim that landlord threatened tenant.
