Tenant Bound by Prior Court Agreement

Tenant complained of a rent overcharge. The DRA ruled against tenant. Tenant appealed, claiming that new landlord overcharged him. But landlord signed a settlement agreement with prior landlord in a housing court nonpayment case. In the settlement agreement, tenant and prior landlord agreed that the legal rent was $950 per month. This agreement was so-ordered by the court and was binding. There was no overcharge.
