Sweeping Three Times per Week Not Enough

DOS issued a violation notice to landlord for not cleaning in front of his building. Landlord claimed he swept in front of the building three times per week. The ALJ ruled against landlord and fined him $50. Landlord appealed, claiming his cleaning schedule was sufficient. ECB ruled against landlord. Sweeping three times per week is not enough to prove reasonable efforts have been made to keep the area in front of a building clean.
