Landlord applied for MCI rent hikes based on the installation of a new water tank, a new boiler/burner, and new fire sprinklers. The DRA ruled for landlord in part. No increase was granted for the fire sprinklers. Landlord appealed and won. Although the installation of a fire sprinkler system didn't constitute an MCI in and of itself, it was installed as part of a fire control system and qualified as an MCI.
