Some New Windows Defective

Landlord applied for MCI rent hikes based on the installation of new windows building-wide. The DRA ruled for landlord, and some tenants appealed. They claimed that their new windows were defective and that the rent increases should be revoked. The DHCR ruled against tenants. Landlord replaced over 1,500 windows, and only a few tenants complained of defects. The MCI increases remained in place. But landlord was ordered to correct any defective windows. If it doesn't do so, tenants can file service complaints and seek rent reductions.
