Slanting Floor in Bedroom

Tenant complained of reduced services based on a slanting bedroom floor. The DRA ruled for tenant and reduced her rent. Landlord appealed, claiming that the condition on which the rent cut was based was minor and didn't warrant a rent cut. The DHCR ruled against landlord. An inspection showed that the bedroom floor wasn't level and that the slanting was excessive compared to other floors in the apartment and elsewhere in the building.
