Security Guard Service Restored

Tenant complained of a reduction in building-wide services based on discontinuation of guard service. The DRA ruled for tenant and reduced his rent. The DRA later granted landlord's application to restore the rent based on restoration of services. Tenant appealed and lost. The DRA's decision to restore the rent was based on documentary proof. Tenant submitted only an affidavit that on one night he didn't see the guard on duty.
