Guard House Replaced by Security Guard Office and Intercom

Landlord later applied for rent restoration based on restored services. Landlord also asked for permission to replace the existing guard house with a security guard office and a new intercom system. The DRA ruled for landlord. Tenants appealed. They had agreed to the substitution of services, but tenants said that the substitution of services hadn't yet occurred. They argued that the DRA shouldn't have restored rents. The DHCR ruled for tenants.
