Landlord applied for MCI rent hikes based on roof work. The DRA ruled against landlord. Landlord appealed and lost. Landlord installed only a roof cap consisting of a single ply of asphalt-based materials. Since Feb. 20, 1991, under Policy Statement 91-2, the DHCR no longer considers this work to be an MCI.
