Rewiring Work Didn't Qualify

Landlord applied for MCI rent hikes based on electrical rewiring work. The DRA ruled against landlord. Landlord appealed and lost. To qualify as an MCI, electrical upgrading requires the installation of new electrical service to the building and new copper risers and feeders that extend from the property box in the basement to every apartment, with sufficient capacity to accommodate the installation of air conditioning circuits and outlets, as well as two double outlets in the kitchens to accommodate heavy-duty appliances. Landlord's documentation didn't mention the installation of new service to the building or of new risers and feeders. The contract landlord submitted didn't indicate whether the new wiring could accommodate air conditioners or that the heavy-duty outlets were installed in the kitchens.
