Landlord's Partial Rewiring Upgrade Didn't Qualify as MCI

Landlord applied for MCI rent hikes based on building-wide rewiring. The DRA ruled against landlord based on landlord's failure to submit proof that DOB had signed off on all of the claimed rewiring. Landlord appealed and lost. The DOB application and corresponding sign-off submitted by landlord stated that a full wiring upgrade was performed in only two of the apartments. For all other apartments, the work consisted only of installing smoke detectors and new outlets in the bathrooms.
