Repiping Qualifies

Landlord applied for MCI rent hikes based on repiping. The DRA ruled for landlord. Tenants appealed, claiming that the work wasn't done on a building-wide basis. The DHCR ruled against tenants. Landlord's contract stated that overheads, risers, and branches were used for all 20 apartments. So the repiping qualified as an MCI.
