Gas Repiping Done Building Wide

Landlord applied for MCI rent hikes based on several improvements. The DRA granted increases for the installation of parapets, skylight, roof resurfacing, and lobby entrance door but denied rent hikes for gas and electric service. Landlord appealed, claiming that it should have gotten an increase for gas repiping. The DHCR ruled for landlord. Landlord submitted sworn statements from its contractor and architect, as well as DOB records. These documents showed that gas repiping was complete and done on a building-wide basis.
