Rent Reduction for Shaking Door Condition Revoked

Rent-stabilized tenant complained of a reduction in services. She claimed that her apartment entry door wasn't self-closing and the lock on the door needed to be repaired. The DRA ruled for tenant and reduced her rent. The DRA found that the apartment entry door shook at the locked position and wasn't secured. Landlord appealed and won. Tenant hadn't complained of any shaking condition of the door panel. DHCR inspection reports also confirmed that the two conditions complained of were adequately maintained. The DHCR's inspector also found that the shaking condition was "low security," meaning it had little if any effect on security or safety.
