Dented Door Is Minor Condition

Tenant complained of a reduction in services based on a number of conditions. The DRA ruled for tenant and reduced his rent. Landlord appealed. Among other things, landlord claimed that the condition of the door for which tenant's rent was reduced was minor. The DHCR ruled for landlord. Although the lower half of the door to tenant's apartment was dented, the lock worked. So the dented door was a minor condition and no rent cut was warranted.
