Rent Reduction Order Doesn't Apply to MCI Buildings

The DRA ruled against landlord because there was a rent reduction order in effect based on landlord's failure to maintain required services. Landlord appealed and won. The rent reduction order in question was against a building that wasn't one of those where the MCI was done, even though it was part of the same complex. Landlord's MCI increase application was granted.
