The DRA ruled against landlord based on its failure to submit information required for processing the application. Landlord appealed and lost. Among other things, the scope of work for landlord's elevator upgrade didn't include installation of a new selector, only a new controller. Without the new selector, the elevator didn't qualify as an MCI.
