Rent History Accepted on Appeal

Tenant complained of a rent overcharge. The DRA ruled for tenant because landlord didn't submit a complete rent history. Landlord appealed, and submitted a full rent history with its PAR. Landlord previously couldn't get the complete records because the building was bought through a foreclosure sale. Given the difficulty of getting records in such a situation, the DHCR accepted landlord's rent history records on appeal. The records also showed that there was no overcharge.
