Reduced Hours for Super Is Minor

Tenant complained of a reduction in required services. The building super was available fewer hours than he was previously and no longer worked on weekends. The DRA ruled against tenant. Tenant appealed and lost. An inspection showed that the building was clean. A reduction in a super's hours, by itself, was a minor condition that didn't warrant a rent cut.
