Razor Wire Didn't Make Building Unsafe

DOB issued a violation notice to landlord for not maintaining the building in a safe condition because razor wire was installed at the front of the building above the lobby. The ALJ dismissed the violation because the razor wire didn't constitute a failure to maintain the building. DOB appealed, claiming that the razor wire was obviously dangerous and so the building wasn't safe. ECB ruled against DOB. DOB didn't show that the razor wire made the building unsafe.
